Hard Block
The inert blocks in Super Mario Bros. 3 are clearly intended as the successor to the near-identical inert blocks from Super Mario Bros. It doesn't matter what Super Mario Maker does, this is not that game. In the context of Super Mario Bros. 3, Wood Blocks are a subtype of Hard Block that occasionally has an extra property, not the only kind of Hard Block.
